Homeland Security Program

Special Information and Instruction

The North Central Regional Planning Commission, in its capacity as fiscal agent to six (6) of seven Homeland Security regions in Kansas, will periodically post notices of potential interest to vendors on the NCRPC Public Bulletin Board concerning products or services being sought by one or more of the regions it represents.  Unless otherwise instructed, the following rules will apply to all such posts. 

1.  Only hardcopy, sealed bids and proposals are acceptable.  These can either be hand delivered or submitted via USPS, UPS, FedEx or other delivery service.  

 

CAUTION:   Be sure to allow time for your bid or proposal to arrive, since UPS, FedEx and USPS delivery times can be erratic and unpredictable.  “Next Day Delivery” does not guarantee delivery by the time deadline and all bids / proposals received after the stated deadline will be rejected.

 

2. Questions concerning the project and/or bid / proposal process will be answered and posted on the NCRPC website (http://www.ncrpc.org) up until five (5) working days prior to bid opening.  Questions submitted after that point will not be answered or processed.

 

3. All bids / proposals must be clearly labeled on the outside of the envelope with the project name provided in the bid / proposal instructions.

 

4. The bid or proposal must directly address the list of items being sought with any exceptions clearly noted and explained.  This includes submission of bids or quotes on alternative products. 

 

5. Bid and/or proposal value changes / modifications will be accepted by electronic (e.g., E-mail, FAX) but only if the change or modification is received prior to the deadline and then only if the information submitted electronically does not reveal the base value being adjusted.   Hardcopy, written confirmation of the value change / modification must be received within two (2) days after the closing date, otherwise no consideration will be given to the electronic modification.

 

6.   The bid or proposal must be signed and dated by an authorized representative of the vendor.

 

7. Electronic submissions (e.g., E-mail and FAX) of complete bids / proposals are NOT acceptable and will be rejected.

Vendors are hereby informed that all bids must remain valid for a minimum of thirty (30) days from bid opening date.

Please keep in mind that this is a government funded program and that we are not able to prepay. Once equipment is delivered, the vendor will need to submit an invoice to the NCRPC and we will then request the funds from the Kansas Highway Patrol which is the State Administrative Agency for the Kansas Homeland Security Grant Program.

The NCRPC reserves the right to consider informal any bid not prepared and submitted in accordance with the provisions hereof and may waive any informalities or reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof.  Any bid or quote received after the announced deadline will not be considered.  Click here for the NCRPC Appeals Process.

Standard Documents

Once a vendor is selected, the NCRPC uses one of two methods to secure the quote / bid.  The first is by contract and the second by purchase order.   Standard forms of both documents can be seen by clicking on the highlighted links.  Please keep in mind that the standard form may be customized to better address the project in question. 

Prospective Vendors List

The North Central Regional Planning Commission maintains a list of vendors it has contacted in the past by category (e.g., Fire, Law Enforcement, Medical, etc.).  If you wish to make sure your name is on that list, please E-mail lcpeters@nckcn.com and provide the following details.

  1. Contact name
  2. Business name
  3. Business address
  4. Business telephone number
  5. Contact and/or Business E-mail address
  6. Category of products or services provided

We will then make sure you are added to our list of vendors.

Bid Openings and Announced Bid Awards

A list of all bidders and their respective bids will be posted in most cases; the day after the announced bid opening on this site.  The low vendor shall not be construed as meeting all specifications set out in the Request at the bid disclosure. This information will remain posted for approximately one (1) week or until either the Contract or Purchase Order has been accepted by the vendor providing the lowest and/or best bid that meets the specifications for the product or services requested.

Invitation to Bid

Sealed Bids for EOD 10 Suits as described in the bid form request will be received by the North Central Regional Planning Commission, 109 N Mill Street, PO Box 565, Beloit, KS 67420 until 10:00AM Central Time,  Monday, March 25, 2019 at which time they will be publicly read aloud at the same address.  A copy of the bid instructions for vendors can be accessed by clicking on the highlighted link.  Questions can be directed to lcpeters@nckcn.com.   Estimated project value is expected to exceed $25,000.
